What is the 21-Point Proposal (Trump’s 21-Point Plan)
The 21-point plan (sometimes called a “day-after” or postwar framework) has been leaked or summarized in parts by media outlets, Arab and Western governments, and think tanks.

Because the full text has not been publicly confirmed, much of what is in circulation is paraphrase, summary, or draft form. Ceasefire and immediate steps
The plan calls for all hostilities to cease immediately upon agreement.
Hostage release & prisoner exchanges
Within 48 hours of Israel’s public acceptance of the deal, all hostages (living and dead) would be returned. Israel, in turn, would free hundreds of Palestinian security prisoners (including those serving life sentences) plus over 1,000 Palestinians arrested since the war began, along with the remains of Palestinians.
Hamas disarmament / removal from power
The plan excludes Hamas from governance of Gaza. All its offensive infrastructure (e.g. tunnels) would be dismantled. Hamas members who renounce violence and pledge peaceful coexistence may be granted amnesty, and those who prefer to leave Gaza may be offered safe passage to willing countries.
Gaza governance, reconstruction, administration
A temporary/interim technocratic Palestinian administration would be formed for Gaza, responsible for daily services, reconstruction, and oversight. This administration would be supervised by an international committee (U.S., Arab, European partners). A multinational stabilization/security force (Arab-led, international) is proposed to help maintain security, train Palestinian police, supervise demilitarization, etc. Israel would gradually withdraw from Gaza and relinquish control (no new annexation), as security and stability are ensured by the international/security force and local administration.
Aid, reconstruction, and economic measures
The plan would restore humanitarian access to Gaza at levels not lower than prior benchmarks (e.g. 600 trucks per day) and allow reconstruction, rubble removal, infrastructure repair. A special economic zone, tariff arrangements, investment incentives, and other economic development measures are part of the plan.
Population rights & return
No one in Gaza would be forcibly displaced. Those who leave voluntarily would retain the right to return. The plan explicitly encourages residents to stay in Gaza and rebuild, rather than relocating.
Pathway to Palestinian statehood
The plan envisions a political horizon or dialogue later between Israel and the Palestinians toward coexistence, conditional on reforms of the Palestinian Authority (PA). Control or authority of the PA in Gaza would occur only after the PA completes reform, and the temporary administration transitions to PA authority.
Some media also report that former UK Prime Minister Tony Blair has been proposed to play a role in the transitional Gaza administration (or the authority overseeing it).
In summary, the 21-point plan is essentially a comprehensive ceasefire + postwar governance framework combining security, humanitarian, political, and economic components, designed to dismantle Hamas’s military role, re-structure Gaza under neutral administration, allow reconstruction, and open the possibility of a return to Palestinian self-governance under a reformed PA.
Term / Duration / Binding Period: What Is Known (and Unknown)
As of now, there is no public evidence that the 21-point proposal has been agreed as a binding treaty or accord with a fixed duration. It remains a framework under negotiation rather than a finalized, ratified agreement.
Because the text is not finalized, key questions of duration, sunset clauses, enforcement, and term length are not yet settled in the public domain.
Some media speculation suggests that any interim administrative or transitional arrangements might last for several years (e.g. 3 to 5 years), but this is speculative and not confirmed in official documents.
For example, Wikipedia’s article on Trump’s Gaza proposal mentions that the 2025 plan calls for an international Arab military force to control Gaza “for a period of three years.” (But that is descriptive of a press-reported draft, not an official binding term.)
The concept of a Gaza International Transitional Authority (GITA) is being discussed as an institution that would govern Gaza during the transition, before eventual handover to a reformed PA. But neither its mandate duration nor sunset is publicly fixed.
At present:
The 21-point plan is not a signed treaty or agreement with a known term.
The plan’s provisions on governance and transition suggest a temporary / interim nature (e.g. technocratic administration, international oversight) rather than permanent control.
The exact length or term (e.g. number of years) of such interim authority or transitional governance has not been publicly confirmed.
UPDATES TO FOLLOW
My initial thoughts on this 21 point peace plan is that it is NOT the seven year peace plan of Daniel 9:27, but likely a precursor. The reason is that this plan seems to be only between Israel, and Hamas. Daniel’s Peace Plan is between “many nations.”
UPDATE: 11:12 MST
Reported 21 Points of the Plan
- Gaza becomes a de-radicalized, terror-free zone — that no longer poses a threat to neighbors.
- Redevelopment of Gaza for the benefit of its people.
- Immediate end to war, with Israel halting operations and gradually withdrawing, if both parties agree.
- Within 48 hours of Israel’s public acceptance, all living and deceased hostages will be returned.
- Prisoner release: Israel will free several hundred Palestinian security prisoners (including life-sentence ones) plus over 1,000 Gazans arrested since the war began, and also return bodies of Palestinians.
- Amnesty or safe passage: Hamas members who commit to peaceful coexistence get amnesty; those wanting to leave Gaza are given safe passage to other countries.
- Aid surge at rates not lower than the benchmarks in the January 2025 hostage deal (including about 600 trucks/day), reconstruction input, rubble removal.
- Aid distribution by neutral organizations (e.g. UN, Red Crescent), with no interference from Israel or Hamas.
- Transitional technocratic Palestinian government for Gaza to run day-to-day services, under supervision by a new international committee / body.
- Economic planning by experts: rebuild Gaza, attract investment, creation of jobs.
- Economic zone: reduced tariffs / access rates to incentivize trade and development.
- No forced displacement: no one will be forced to leave Gaza, but those who choose to leave can return; the plan encourages residents to stay.
- Hamas has no governance role; all offensive infrastructure (e.g. tunnels) must be destroyed; new leaders pledge peaceful coexistence.
- Security guarantees by regional partners: ensure compliance by Hamas / other factions so Gaza poses no threat to Israel or itself.
- Temporary international stabilization force: deployed in Gaza, oversee security, training of a Palestinian police force for internal security.
- No occupation or annexation by Israel: IDF to gradually hand over territory as new security forces assume control.
- Partial implementation even without Hamas’s full agreement: in areas already de-terrorized, Israel may hand over to the international stabilization force.
- Israel will cease strikes on Qatar and the U.S. + international community recognize Doha’s mediation role.
- De-radicalization process: include interfaith dialogue, changing narratives in Israel & Gaza.
- Pathway to Palestinian statehood when Gaza reconstruction and Palestinian Authority reform are sufficiently advanced. The plan recognizes statehood as an aspiration.
- (Often folded into #20 in reporting) Once conditions are met, U.S. to establish dialogue with Israel and Palestinians toward a political horizon of peaceful coexistence.
UPDATE: September 30, 2025
A comment from the Palestinian Authority makes this Trump/Netanyahu Peace Agreement seem more like the Peace Treaty described by Daniel 9:27 that will lead to the Seven Year Tribulation:
“We have affirmed that we desire a modern, democratic, non-militarized Palestinian state that is committed to pluralism and the peaceful transfer of power,” the statement said.
Mr. Trump’s proposal does not include any immediate role for the PA in administering post-war Gaza, but it says the organization could eventually “securely and effectively take back control of Gaza” once it has implemented a series of reforms.
The leaders of a number of Muslim majority nations, including key states in the Middle East, quickly signalled support for the plan. Jordan, the United Arab Emirates, Indonesia, Pakistan, Turkey, Saudi Arabia and Qatar issued a joint statement welcoming Mr. Trump’s “sincere efforts to end the war in Gaza” and asserting their “confidence in his ability to find a path to peace.”

The signing is done. The initial hostage release has already occurred. This looks to be a finalized deal.
But for this to be the initiation of Daniel’s final “7 weeks”, would not the church have already been taken? Am I misunderstanding the timeline, or did I miss a few million missing persons reports?
Or is this perhaps not the initiation, but a prelude to? I’m not yet convinced that Hamas will honor the deal, and I’m not yet convinced that Donald Trump is the antichrist.

Great points, Tim.
Trump referred to the Peace Plan by 20 points. He said phase one is done, phases two and three are underway.
You are right that for this to be the Peace Plan Daniel describes, the peace must hold.
I think it will take many months for the 20 points to be completed. Placing us into The Feast of Trumpets in 2026.
Then, Jesus will remove His church.
We watch and wait. It’s glorious to behold!

Reading it now. I am thinking this is the initial salvo of ideas that will lead to the plan. Either way, it is surreal to see this happening even though I believed it would.
